David Haroz

David Haroz serves as vice president and chief of staff of the Conrad N. Hilton Foundation, the first ever in the Foundation’s history. This role is pivotal in steering and ensuring the successful execution of our strategic priorities to advance the Foundation’s goals and mission. As an important aspect of the organizational structure, David collaborates with the Leadership Team, facilitating and advancing cross-functional teams and their dynamic engagement with one another. Externally, David prioritizes and oversees special projects, and prepares for private and public meetings, including speaking engagements and CEO partnership initiatives.

Haroz is a committed leader with 20 years of government, multilateral, and nonprofit experience while based in the U.S., Africa, and Asia, with a focus on promoting the health and dignity of people most in need.

He was senior executive in the Office of the U.S. Global AIDS Coordinator and Global Health Diplomacy at the U.S. Department of State from 2011 to 2022, including as chief policy advisor and director of communications, helping lead the U.S. President’s Emergency Plan for AIDS Relief, which has invested more than $100 billion and saved over 20 million lives in the global HIV response.

Prior to the U.S. Department of State, Haroz served for two years as an independent senior policy and communications consultant in Hanoi, Vietnam, working with clients such as the World Bank and Save the Children.

Haroz began his career working with organizations focused on addressing the global HIV epidemic, including stints with the Joint United Nations Programme on HIV/AIDS in Nairobi, Kenya and Washington, D.C and the International AIDS Trust.

Haroz holds a Bachelor of Arts with distinction in foreign affairs from University of Virginia and a Global Master of Arts in international affairs from the Fletcher School of Law & Diplomacy at Tufts University.
