Cissie Lam

Cissie provides evaluation, research and learning support to programs at the Conrad N. Hilton Foundation, with a focus on the Foster Youth and Opportunity Youth initiatives. Previously, she held similar measurement and evaluation roles advising the Paul G. Allen Family Foundation on local community grantmaking and the Gordon and Betty Moore Foundation on their healthcare improvement and environmental conservation programs. She spent time as a consultant for the public sector in Malaysia as well as at the World Bank and International Finance Corporation, focusing on trust fund operations and transportation impact metrics. Her interest in financial inclusion and entrepreneurship led her to a variety of research projects in Philippines, Indonesia, and Kenya. Cissie holds a master’s degree in public administration from the School of International and Public Affairs at Columbia University.
